The service for the transition year July 2009 to June 2010 is a more distributed model than the earlier more centralised project phases. It has been set up by a coalition of governments, who can share and actively contribute to the service, to leverage their investment over previous years and to enable the national digital resource service to be sustained and adapted as national polices are defined and implemented.

The Ministerial Council for Education, Early Childhood Development and Youth Affairs (MCEECDYA) has set the following targets for The Le@rning Federation in the transition year.

To manage:

  • a sustained supply of effective digital curriculum resources to support the Australian Curriculum implementation and the Digital Education Revolution, including a further 1,470 high-quality digital curriculum resources;
  • align 2,000 digital curriculum resources to the Australian Curriculum as it is developed;
  • enhance resource access using the Schools Online Thesaurus, in response to changing priorities and Australian Curriculum requirements;
  • manage and host systems to store, distribute and share digital curriculum resources;
  • refresh existing digital curriculum resources for changing technologies and standards;
  • research the professional learning needs of teachers to embed digital curriculum resources into their practice;
  • a vehicle to support improved copyright and resource licensing nationally.

The Le@rning Federation will also work with jurisdictions to facilitate the exchange of resources between jurisdictions.
