The Le@rning Federation is responsible for the development and management of a repository of high-quality digital educational content. This content is made available to a variety of groups under specific licences.

Types of content

TLF creates and brokers different types of educational content. In overview, the different types of TLF educational materials include the following intellectual property rights:

  • learning objects (interactive content) developed by multimedia developers where copyright vests in TLF;
  • learning objects where there is a combination of TLF copyright and third-party copyright that has been licensed in;
  • learning objects where the copyright vests entirely in a third party. That content is licensed in and made available through TLF's distribution chain;
  • digital resources (single items presented in template form) licensed from cultural institutions and other entities where there is a combination of TLF copyright and third-party copyright.

Types of licensees

Content is licensed by TLF to different groups. Under separate licensing arrangements, content is made available by TLF (as licensor) to various education bodies and other groups (licensees).

Categories of licensee include:

  • the government school system in a state or territory or New Zealand;
  • a non-government school body responsible for the administration of one or more non-government schools in Australia or New Zealand;
  • a tertiary institution or professional association that offers teacher training in Australia or New Zealand;
  • an education body participating in a content trial;
  • a multimedia developer that has been commissioned by TLF;
  • a vendor that wishes to use TLF content for testing and demonstration purposes;
  • a cultural institution or other entity that is able to contribute to TLF's goals.

Types of licences

The primary licences offered by TLF are those for Australian and New Zealand education systems for non-commercial educational use. Licences are enacted with or through peak organisations, such as government education systems, associations of independent schools, and Catholic diocese in each state and territory.

There are licences that cater for the following uses.

1. Use of TLF content for educational purposes in Australia and New Zealand

  • Licences A and E to the government education body in a state or territory or New Zealand
  • Licence D to a non-government education body responsible for the administration of one or more non-government schools in Australia or New Zealand, a tertiary institution or professional teacher association

2. Commercialisation of derivatives of TLF content

  • Licence B to government education bodies
  • Licence C to commissioned multimedia developers

3. Use of TLF content for demonstration or promotional use

  • Licence G to vendors of learning management systems, digital repositories and software applications targeted to schools for trials and evaluations
  • Licence I to cultural institutions and other entities for promotional uses that further TLF goals

4. Use of TLF IT infrastructure

  • Licence F to government education bodies

Licences are also available for use of TLF content via the exchange of content between TLF and other organisations. Non-Australian or New Zealand organisations interested in licensing content should contact TLF's Intellectual Property Manager.
